The primary objective of this study is to examine the legal nature of the National Programme
for the Development of Social Economy and to determine its status within the system of admin
istrative law. The programme comprises plans and operational initiatives executed by central
government authorities at the national level, alongside a comprehensive support structure for
the social economy at the regional tier, while duly recognising the involvement of other govern
mental bodies, local government entities, and actors within the social economy sector. Under
Article 15(1) of the Act of 6 December 2006 on the Principles of Development Policy, it qualifies
as an operational and implementation instrument.
